Job Description
You will work under the responsibility of the Head of Unit ‘Greenhouse Gas Reporting and Verification’, reporting to the Head of Department ‘Climate’ the Expert shall be responsible for knowledge development on the contributions of the land sector to achieving EU targets related to climate change. The Expert will work in the context of the Carbon Removals and Carbon Farming (CRCF) Regulation in close collaboration with, and in support of the team’s work related to EU Greenhouse Gases (GHG) inventories.
Key Responsibilities of the Role
- Assessing GHG emissions and removals in the land sector in the context of the Land Use, Land Use Change and Forestry (LULUCF) regulation, the Carbon Removal Carbon Farming Certification Framework (CRCF), the Effort Sharing Regulation (ESR) and the Common Agricultural Policy;
- Ensuring compatibility between certification registries, Monitoring, Reporting and Verification (MRV) systems, and national GHG inventory data;
- Supporting the design and update of carbon farming methodologies to ensure accurate, consistent, and farmer-friendly monitoring, reporting, and verification of carbon farming activities;
- Identifying potential areas of improvement in the GHG inventories related to the land sector and facilitate initiatives to increase reporting accuracy;
- Conducting quality checks and quality assurance procedures of the LULUCF and/or agriculture sectors of the national GHG inventories;
- Coordinating external support provided by the relevant European Topic Centers and contractors.
- Carrying out project management assessments of climate change mitigation in the land sector, considering co-benefits and trade-offs with the other objectives of the European Green Deal;
- Collaborating with EU Member States and EEA Member and Cooperating countries on GHG inventory improvements and policy support for mitigation in the land sector;
Required Qualifications
- Successful completion of university studies attested by a degree relevant in the field concerned of at least 3 years.
- A minimum of 3 years of relevant professional experience after achieving the qualification set out above.
- Be a national of one of the member countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Türkiye);
- Have a thorough knowledge of one of the languages of the EEA member countries and a satisfactory knowledge of another of these languages (corresponding to level B.2 of the Common European Framework of Reference for languages CEFR);
- Enjoy full rights as a citizen;
- Meet the character requirements for the duties involved;
- Have fulfilled any obligations imposed by law concerning military service;
- Be physically fit to perform the duties linked to the post.
Selection Criteria
Essentials
- Demonstrated experience contributing to technical reports, policy-relevant assessments, or supporting the translation of science into policy;
- Demonstrated experience in either compiling, evaluating, or improving greenhouse gas (GHG) calculations under EU regulations, international organizations (UNFCCC) or private sector reporting standards in the LULUCF and/or agriculture sectors;
- Excellent command of written and spoken English language, at least at level C1 in all categories according to the Common European Framework of Reference for Language.
- Solid knowledge in the assessment of carbon removal and emission reduction measure and strategies in the land sector, including familiarity with certification schemes and/or climate policy frameworks such as the CRCF and the European Green Deal
Advantageous
- Demonstrated experience with innovative techniques for data analysis and management (for example, applied data science, artificial intelligence or machine learning techniques).
- Demonstrated experience working with models for carbon farming estimations, including validation or robustness assessments;
